Palibahasa Babae (Just because they’re women)

Women in rural communities work 10-12 hours a day, doing housework, supporting their families’ livelihood in agriculture and fisheries, producing and marketing products to augment family income, and participating in community actions to assert their rights.

 

The Television Commercial feature Ms. Cherie Pie Picache

 Palibhasa Babae aims to make visible the struggles of poor women from rural communities as they raise families, earn income, and make decisions. The TVC features TV and film actress Cherie Pie Picache enacting the typical day of a rural woman who in addition to her multiple tasks, has to face the challenge of budget P50 for their families’ food and other needs.

Palibhasa Babae is a television commercial (TVC) produced by international non-profit Oxfam and the Pambansang Kongreso ng Kababaihan sa Kanayunan (PKKK) with advertising agency Harrison Communications, a subsidiary of McCann Erickson-Philippines.

Why a TV Commercial on Rural Women?

Palibhasa Babae aims to bring women’s stories centre stage and subtly argue the case for gender equity in a compelling and visually striking manner in order to change the public’s thinking and attitudes towards gender equality. The message at the heart of the TVC is that gender equity is in everyone’s interest – securing women’s basic human rights is a necessary step to ensure a prosperous and sustainable future for all.

The rural sectors in the Philippines are facing a serious crisis of neglect and dwindling production capacity, highlighted most recently by the record high food prices. Preventing complete collapse of the rural economy are the Philippines’ unsung heroes – its women. Despite suffering from marginalization, exclusion and discrimination they are working ‘behind the scenes’ to ensure that there is food on the table, goods in the market, and children in schools. Their silent practice of sustainable production methods also offers an alternative model for feeding the country whilst at the same time managing the environment.

Promoting the Rural Women’s Cause

Oxfam is an international non-profit organization that works with others to end poverty and human suffering. In the Philippines, we work with poor people to sustain their livelihoods, and reduce their risks to natural and human-made disasters. We strive to enable poor people to have a voice in economic issues affecting them and we support poor women as they lead in transforming unequal social and economic relations.

PKKK is a coalition of organizations, federations, NGOs and individuals working with women in the agriculture, fisheries, IPs and informal sector in the Philippines.  Members are committed to the Rural Women’s Agenda, seeking to promote the interests and rights of rural women through policy advocacy, research, and women’s capacity and leadership development. PKKK has projects on gender-responsive governance, campaigns and advocacies on women’s equal rights (to land, natural resources, political participation, and economic resources), working closely with national government agencies and the civil society. PKKK has a reach of more than 42 provinces, 170 municipalities, and more than 220 organizations throughout the country.

Family members

  1. Distribute housework among husband, children and other household members. Agree on the rotation schedule.  Men and boys should share the housework, too.
  2. Give mom or ate a day-off from housework to be with friends.
  3. Take 5 minutes a day to share with mom your activities during the day. This way, she feels important. Or, give her a free nail polish, or a comic book or pocketbook she likes.
  4. On special occasions, have a wacky photo taken with just you and mom.
  5. Housework is WORK. Be proud that your mom is a homemaker.  Avoid using derogatory words like “plain housewife” because managing the household is not simple as you think.
  6. Take her to the doctor for wellness consultation.
  7. Make a homemade card for her birthday.
  8. Sing to her her favorite song.

 

Husbands

  1. Tell her how beautiful she is.
  2. Take her out once a week, to walk in the beach or park.
  3. Before making a decision, ask her what she thinks about it and consider it well.
  4. Limit your time out with friends. be sure to be home for dinner.
  5. Take the children to school at least once a week.  Attend the parent-teacher association.
  6. Spare your budget for cigarette and beer so she can buy something for herself.
  7. Visit the health center for a family planning consultation.
  8. Make her laugh.

 

Policy Makers and Enforcement Agencies

  1. Count her in.  Implement a gender-aware statistical data base.
  2. Set-up a referral system for victims of violence against women and children.  Disseminate information on VAWC in popular forms.
  3. Localize the Magna Carta of Women.  Make women-friendly ordinances.
  4. Schools should promote positive notions and the contribution of women in nation-building.  School curricula should be gender-sensitive.
  5. Monitor the Gender and Development Budget implementation.  Be keen on substantive results on women’s empowerment.
  6. Integrate gender/women’s concerns in your proposed bills and programs/projects.
  7. Conduct consultations with poor women  on the local Comprehensive Development Plan and Comprehensive Land Use Plan.
  8. Recognize outstanding women in your field.

 

Civil Society

  1. Have a proactive plan to develop more women leaders in your organizations.
  2. Create spaces for women to discuss issues of national and local concerns so she can say how these issues affect her.
  3. Implement an Anti-Sexual Harassment policy.  Any form of violence against women should be grounds for disciplinary action.
  4. Include support for VAWC victims in your annual budgets should your staff or members be victimized.
  5. Organize men who are supportive of gender equality.
  6. Read and ask how you can improve your services to women.  Distribute manuals and documentation of best practices.
  7. Ensure at least 30% representation in dialogues/for a and international conferences.
  8. Make women’s rights a non-negotiable agenda in your campaigns and projects.

The Public

  1. Donate to women’s groups.  To donate to PKKK, click here.
  2. Vote for candidates who have a clear development agenda/program for women.
  3. Report a public official who does not treat women with respect.
  4. Report persons who traffick women.
  5. Buy from companies who support women’s  cause.
  6. Boycott products from companies who do not give fair wages or exploit women and children including in the promotion of their products
  7. Join public activities for women’s causes.
  8. Do not litter.  Women will mostly like end up cleaning them.

 

Why begin with 8 things?

March 8 is the International Women’s Day.  It is a day to recognize the role of women in nation-building, particularly, the invisible work of women.  It is a day to remind everyone that women face the same problems of poverty and political neglect, but experience these problems differently, because of their subordinate status in society.

 

Anong magagawa mo?

Kapamilya at kasambahay

  1. Paghati-hatian ang gawaing bahay sa lahat ng miyembro ng pamilya.  Magkaroon  ng iskedyul.  Si Ama at anak na lalaki ay dapat ding gumawa ng gawaing bahay.
  2. Bigyan si Inay o Ate ng day-off mula sa gawaing bahay para makalabas o makasama ang mga kaibigan.
  3. Magkuwento kay Inay ng iyong gawain sa buong araw.  Maipararamdam mo sa kanya na mahalaga siya sa iyo.  Ilibre siya ng pedicure o manicure.  O kaya naman, bigyan siya ng komiks o pocketbook na paborito niyang basahin.
  4. Sa mga ispesyal na okasyon, magpakuha ng litrato ninyo ni Inay.  Magpose ng katawa-katawa o kakaiba.
  5. Ang gawaing bahay ay TRABAHO.  Ipagmalaki ang ginagawa niya dahil hindi biro ang pamamahala ng tahanan. Huwag sasabihing si Inay ay “maybahay lamang,” kungdi, “Maybahay siya!”
  6. Samahan siya sa center para sa wellness consultation.
  7. Gawan siya ng birthday card.
  8. Awitan siya ng paborito niyang awit.

 

Asawa

  1. Sabihin kung gaano siya kay ganda.
  2. Ipasyal siya sa labas o maglakad kayo sa plaza o dalampasigan, kahit isang beses sa isang linggo.
  3. Bago ka magdesisyon, tanungin siya kung ano ang panig niya, at pakinggan nang mabuti ang pananaw niya.
  4. Iwasan ang sobrang pakikisalamuha sa mga barkada.  Huwag nang hintayin na tawagin pa para kumain ng hapunan.
  5. Ihatid ang mga bata sa paaralan kahit isang beses sa isang linggo.  Dumalo ng mga pulong ng parent-teacher association.
  6. Ipaubaya ang badyet mo para sa sigarilyo at alak para makabili siya ng para sa sarili niya.
  7. Bumisita kayo sa center at kumonsulta sa ukol sa family planning.
  8. Patawanin siya.

  2. Magtaguyod ng referral system para sa mga biktima ng karahasan laban sa kababaihan at mga bata.  Ipamahagi ng kaalaman ukol sa karahasan sa kababaihan at mga bata sa mga popular na porma.
  3. Isabatas ang Magna Carta of Women sa inyong lugar.  Gumawa ng mga ordinansang nagtataguyod ng karapatan ng kababaihan.
  4. Ang mga paaralan ay dapat maging proaktib sa pagbabago ng pananaw sa mga kababaihan.  Gawing gender-sensitive ang kurikula.
  5. Subaybayan ang implementasyon ng Gender and Development Budget.  Suriing mabuti kung paano ito nakaaambag sa pagsasakapangyarihan ng kababaihan.
  6. Tiyaking kasama ang usapin ng kababaihan at gender sa mga panukalang batas at mga programa/proyekto sa pambansa at lokal na antas.
  7. Magsagawa ng konsultasyon sa mga kababaihan sa kanayunan ukol sa local Comprehensive Development Plan at Comprehensive Land Use Plan.
  8. Bigyang pagkilala ang mga kababaihan sa iba’t ibang larangan.

 

Civil Society

  1. Magkaroon ng proaktib na plano upang paunlarin ang kakayahan ng kababaihan sa pamumuno sa inyong organisasyon.
  2. Maglaan ng lugar o puwang para makapag-usap at maipahayag ang mga kababaihan ukol sa mga isyung nakaapekto sa kanila.
  3. Ipatupad ang polisiya ng Anti-Sexual Harassment sa inyong organisasyon.  Ano mang porma ng karahasan sa kababaihan ay batayan para sa disciplinary action.
  4. Maglaan ng badyet para sa suporta sa mga staff o miyembro na biktima ng VAWC.
  5. Mag-organisa ng mga kalalakihan na sumusuporta sa pagsasapangyarihan ng kababaihan at pagkakapantay ng babae at lalaki.
  6. Mag-aral at magtanong kung paano mapauunlad ang inyong serbisyo para sa kababaihan.  Magpamahagi ng mga babasahin at tagumpay na karanasan.
  7. Tiyaking may di-bababa sa 30% ng kinatawan sa mga konsultasyon, dayalogo at pandaigdigang komperensiya ay kababaihan.
  8. Manindigan sa karapatan ng kababaihan bilang non-negotiable sa kampanya at programa.

 

The Public

  1. Magbigay ng donasyon sa mga grupo ng kababaihan. Para magdonate sa PKKK, sundan ang link.
  2. Iboto ang mga kandidato na may malinaw na adyendang pag-unlad ng kababaihan.
  3. Isumbong ang kawani ng pamahalaan na hindi nagtatrato ng kababaihan nang may paggalang sa kanyang pagkatao at karapatan.
  4. Isumbong ang mga taong nagiging daan ng trafficking ng kababaihan.
  5. Tangkilikin ang mga kompanya na sumusuporta sa mga isyu ng kababaihan.
  6. Iboykot ang mga produkto ng mga kompanyang hindi nagbibigay ng makatuwirang sahod at nagsasamantala sa kababaihan at mga bata, pati na rin sa promotion ng kanilang produkto.
  7. Sumali sa mga gawaing isinusulong ng mga kababaihan.
  8. Huwang magkalat ng basura.  Malamang-lamang ay sa kamayng kababaihan mapupunta ang responsibilidad na linisin ang iyong basura.
