PKKK takes definite steps towards the fulfillment of women’s rights, in particular, rural women’s control over land and natural resources, participation in sustainable development, and protection against violence and oppressive gender relations.

PKKK's over-all goal for the three-year period is to develop and establish itself as a National Coalition that has the capacity to:

1.     Overcome policy obstacles hindering rural women’s property rights, specifically in agrarian reform, ancestral domains, and coastal and aquatic resources;

2.     Advocate for relevant policies and programs that are supportive and protective of rural women's roles in securing the peoples' right to food and in addressing their empowerment needs; likewise, conduct preparatory study for developing a Rural Women's Fund that can provide start-up resources for grassroots initiatives and assist in developing local level consortium projects;

3.     Serve as mechanism for monitoring and assessing peoples’ development vis-à-vis government’s implementation of its commitment to international instruments such as Convention on the Elimination of all forms Discrimination Against Women (CEDAW), Beijing Platform of Action (BPFA), and the Millennium Development Goals (MDGs);

4.     Strengthen mechanism and initiatives that can facilitate rural women’s gender mainstreaming efforts in the broad mass movements and struggles under agrarian reform, fisheries reform, trade policy reform and over-all sustainable rural development; likewise, explore international networking with other rural women's groups;

5.     Increase the capacity of the rural women members to address high prevalence of cases of violence against women and their children (VAWC) in the rural areas.
